Not if the dates supplied are correct: started in 2011, acquired in 2022.
Also some of the documentation supplied with the set is in Dutch which suggests the original builder is also Dutch.

@ntscuser The thing that made me wonder is the lacing of the cable forms: as Brian started as a wireman, it was the sort of thing he'd have done.
