You should go back to sixties when a request for a telephone meant being interviewed by the local telephone Komisssar. I remember even being asked "what do you want a telephone for" Plebs shouldn't have phones.

Remember it well. My mother worked in the local post office. She tried to get a phone but was told she would have to wait for months. When she said she worked for the post she was told, "OK, we'll be around next week".
