In 1938 many years before before colour TV broadcasting started as we know it George Valensi invented the method of transmitting luminance and chroma signals.

From a book titled "Color Television Fundamentals" published in 1955. An explanation how the colour sub-carrier signal is inserted into the gaps in the luma signal harmonics spectrum. The figures are for the 525 line system but the concept also applies to the PAL system.
