Never saw one like it in my GPO/BT career (66-99) But that ,of course doesn't mean it wasn't there in a department I didn't work in!
The connectors make me think school lab maybe.
This fooled me for a bit and then I realised that the wander sockets weren't original. If I remember correctly it's ex-Army (1930's/1940's vintage) and was intended for use by linemen (hence the very limited ranges). Where the sockets now are there would have been small-ish, uninsulated binding posts.

its as it came to me .Sadly the meter is o/c but it was only £1
