There is a 1uf screen decoupling capacitor on the Video output valve, PFL200. In earlier sets this was mounted next to the valve and went O/C, this caused poor LF response in the video amplifier attenuating the frame sync pulses.
Factory mod was fit a new capacitor on the print side of the PCB.
